Establishment of CSHE Cambodia Representative Office

Phnom Penh & Beijing, September 1, 2022 - Theopeningceremony of the China Society for Hydropower Engineering Society (CSHE) Cambodia Representative Office was held concurrently via video link in Beijing, China, and Phnom Penh, Cambodia. Backed by Huadian Overseas Investment Co., Ltd., the office is endorsed by China Huadian Lower Stung Russei Chrum Hydro-Electric Project (Cambodia) Co., Ltd. to conduct its operations.
The ceremony unfolded at the main venues in Beijing and Phnom Penh, graced by esteemed guests including Wu Guoquan, Commercial Counselor of the Chinese Embassy in Cambodia; Zheng Sheng'an, Executive Vice President and Secretary General of CSHE; Xi Hao,ExecutiveDeputy Secretary General of CSHE; Wu Wenhao, Executive Vice Chairman and Secretary-General of IF-CSHE; Fang Zheng, Chairman of Huadian Overseas Investment Co., Ltd.; Tian Li, President; Zhou Dehua, Vice President; Lin Shiqiang, President of the China-Cambodia Chamber of Commerce; Zhao Jinhui, Secretary General, alongside representatives from Chinese-funded enterprises and members of the society in Cambodia, totaling nearly 40 participants.
Wu Guoquan extended warm felicitations on the establishment of the CSHE Representative Office in Cambodia. He underscored the longstanding amicable ties between China and Cambodia, marked by fruitful economic and trade cooperation. Chinese-funded enterprises actively engage in Cambodia's power infrastructure construction, with hydropower emerging as a prominent emblem of China-Cambodia energy collaboration. He expressed hope that the representative office would fortify exchanges and collaboration with Cambodia's energy authorities, harnessing the strengths of its member units in Cambodia to foster comprehensive capabilities. Wu envisioned the office as a platform for information exchange and development, catalyzing the creation of high-quality, benchmark hydropower and renewable energy projects, thereby augmenting the robust friendship between China and Cambodia.
In his address, Zheng Sheng'an emphasized CSHE's role as a pivotal force propelling the advancement of hydropower and new energy technologies. Upholding the new development paradigm of innovation, coordination, green growth, openness, and shared benefits, CSHE constructs platforms for hydropower and renewable energy business and industry development. Leveraging overseas representative offices as a catalyst, the society aims to synergize diverse forces, bolster international scientific and technological exchanges in hydroelectric power and new energy, and accelerate scientific and technological innovation. Zheng envisaged active participation in global scientific and technological and ecological governance, contributing to the establishment of a dual-circulation development pattern domestically and internationally, fostering global green and low-carbon energy development, and advancing the construction of a shared future for mankind.
Fang Zheng extended a warm welcome to the dignitaries, guests, and mediaattendees, expressing gratitude for CSHE's confidence. He highlighted the involvement of Chinese-funded enterprises in Cambodia's power infrastructure development, enhancing the local power supply landscape. Fang noted Cambodia's vast hydropower resources and significant developmental prospects. As the overseas investment arm of China Huadian Group, Huadian Overseas Investment Co., Ltd. actively participates in local hydropower and renewable energy development, bolstering local economic and social progress and deepening Sino-Cambodian camaraderie. He affirmed Huadian Overseas Investment Co., Ltd.'s commitment to collaboratively establish the CSHE Cambodia Branch, leveraging the society's esteemed academic platform to spearhead scientific and technological innovation. Additionally, Fang pledged enhanced communication and collaboration with Cambodia's energy authorities, international organizations, and research institutions to galvanize hydropower and new energy industry development and bolster Cambodia's energy system stability, economy, cleanliness, and security.
During the proceedings, Xi Hao read aloud the approval document for the establishment of the Representative Office in Cambodia on behalf of CSHE; Wu Wenhao delivered a speech representing IF-CSHE; Zhu Xinyuan, as the designated representative of the Cambodia Representative Office, outlined the office's key mandates and accepted the society's letter of appointment. Finally, the attendees jointly unveiled the CSHE Representative Office in Cambodia.
